That nut is nothing more than a decorative cover for the stud that is left
sticking out
of the upper triple clamp. The real adjustment nut for the neck bearing
preload is underneath
that acorn nut. You will see a barrel clamped into the upper clamp with three
pin holes.
To make the tool for adjusting it, pick up an additional identical nut and
install three solid
pins in the three holes (drill them through for a press fit, #31 bit I think
for an 1//8 inch pin)
Anyway, you can put the tool you just made on top of the bikes' nut, pins in
the holes,
and put a 1-3/8 wrench on it to turn the nut and change the preload.
Just make sure to loosen the pinch bolt first and retighten it when done.
As for the wobbling, the entire chassis should be gone over for endplay, true,
preload, damage, etc.
If all is good, then a new front tire may be in order. This holds true for
-any- FL softails, springer
or not, they seem to have a propensity toward a decel wobble in the 40 mph
range.
