The cone races can be tapped out with a tiny punch and hammer from the
backside.
A little locktite and tap the new ones back in.

Jam nut? You do need the 1.5 inch crow foot, the half inch drive, not the
whimpy 3/8 drive.
Those nuts get torqued to 100 ftlb. I use a regular 1/2 inch allen wrench
to hold the cup, with
a half inch deep well socket and long extension on the end of the allen
wrench, so it's about
the same length as my torque wrench. I antiseize the face of the nut and
the threads,
and leave the cup threads dry where they meet the rocker, so that when
turning the nut, the cup stays
stationary. Use a fish scale at 90 degrees at the axle hole to measure
the force it takes to start moving
the rocker, should be 5.5-7.5 lbs. If you have to adjust, just loosen the
nut partially, use the allen wrench
to turn the cup a little bit, then retorque.
