First I would wiggle the wiring to the engine temp sensor, see if it's
intermittent.
If the contact breaks at the sensor, it'll trick the ECM into thinking it's 40F
below zero.
(fast idle and lots of fuel) Usually it's intermittent.
The fast idle is controlled by the head temp, and if you're out in the snow or
freezing rain, then
the head probably won't make it to the 285F it has to be to get it all the way
down off
fast idle until it's sat still idling a while. usually in temps below 60F,
it's normal to have
the idle rest a bit high at stoplights then kick down after a few seconds or
so.

Drill a hole in your backing plate so you have access to the hot idle screw,
and put a gasket between
the backing plate and intake around the hole so it doesn't leak dirty air into
the engine.
