Yes, I've seen it many times with the mini-tachs. Your dealer should be able
to use
an evo ignition module and the electronic speedo tester to generate a signal to
drive
that tach up and down a full sweep in order to rule out a problem with the tach
itself.
Could be a vibrational issue as well as electrical.
