I expect that is the fresh air intake for the charchoal canister. If you can
drill and tap the backing plate
and put a fitting in there for that hose, that would be best.
They don't design the system to accommodate that because the intake system isn't
a street legal
piece of equipment in california and if you're changing that, they would expect
you would be
taking off the canister and hoses anyway.
