The standard CV carb has a lot of adjustments to it, not just a screw.
regardless, if both cylinders are not experiencing the same thing, then it's not
likely to be the carb.
Since you swapped the plug wires and the rear is still fouling, then it's either
the intake
valve guide seal or piston rings allowing the plug to be oil fouled.
I recommend pulling the pipes off and look up into the exhaust port, look for any
wet tar looking oil tracks, also view the top of the piston through the plug hole,
if
it's clean and shiny, you probably have an oil control problem.
