I agree, that extra resistance creates -heat- and heat is what opens the
breaker.

A sharp voltage spike generally won't last long enough to heat up the breaker
sufficiently to open it. Case in point, a failed voltage regulator on a dyna,
failed high
on voltage, and boiled the battery dry, blew out every bulb filament and
electronic
module on the bike but the breakers never opened.
