if you have the late 1/4 inch studs held into the fender with the plastic
clips, go
about ten foot pounds. If you have the 5/16 inch bolts that go into the
inserts,
those can go about 14 foot pounds. Just make sure the bolts are long enough
to
get all the way into the insert. The first few threads is not enough and
will break
the insert.
