I would make sure the regulator is on the correct side, IE the bike side, of the
main
circuit breaker. I suspect you have a grounding wire somewhere on the bike, may
not necessarily be part of the charging system. You could even have a flopping
front brake lever and what you're seeing is the brake lights coming on, knocking
the voltage down.
