Last one I checked had 10.5 volts at the red wire power to the sensor, and
it was kicking from 1 to 9 volts as it passed the teeth. Try a new sensor.
Also check the resistance to ground through the speedo on the black wire.
It should be less than one ohm with the speedo powered up.
Pull the sensor and make sure there aren't any metal filings built up on it, that
will definitely throw it off.
