Considering the fuel comes from a relatively cold storage tank underground
and is pumped into a closed container just above a piece of machinery that
makes
a fair amount of heat, yes, the fuel will expand and find it's way out
somehow,
fortunately your vent and overflow is working properly and it isn't pushing
it past the float needle and making your carb puke all over your foot.
