The oil pump theory might be correct, an oil pressure gauge might be helpful
to prove it.
I'm wondering why it quiets down when hot though. That's odd.
Does crane specify a limit to how much valve spring pressure the lifters can
handle? If the S&S springs are overcoming the lifters, it'll clatter like
crazy.
I would try cleaning the lifter bodies, then assemble dry, and adjust them
as if
they were solids. A change or lack thereof might point you in the right
direction.
FWIW, I never ever put shims on a shovel rocker shaft. I set the endplay up
on
the lathe, rather tightly too, I might add. I've built some exceptionally
quiet shovels.
