Any motor will do this.
During the short period of time between you flicking the
switch to turn off the
motor and when the motor finally stopped turning, the engine
is pumping raw fuel
into the exhaust system. If it's not been long enough for
that fuel to evaporate
and dissipate, then it will light up like a spud cannon when
you start it back up.
