What are you using for gaskets for the bolts? The oem fiber ones? Copper?
Anyway, they only seal the washer to the cover, not the bolt to the washer.
No really great solution, but it's unusual to have recurring problems,
unless
of course your rockers are hitting the underside of the cover, then
you need to clearance them. Did you check that on assembly?
