I think the person who told you this thought you were talking about the inner race
on the lower tree.
It doesn't always work. The old way involved a lot of hammers and chisels and
torches and such, was rather
dangerous for the chrome and paint. Sometimes had to resort to grinding through
the race
and busting it off in chunks. In the midst of the grand springer neck bearing
fiasco a few years back, I
made a two piece collar and lockring that engages the inner race, and use two long
threaded rods and puller to extract the race. Now I can have it off in 5 minutes,
no sweat.

The outer races in the neck will fall out if you shrink them by welding a bead
around the inside face.
This also works to remove valve seats from heads. You can set a washer into the
race and weld it in
then drive it out from the back.
